Before that, though, most roads in America were unpaved and they would become impassable when it rained. In 1919, after World War One ended, the US Army organized *** transcontinental motor convoy, sending 81 tankers across the country to test the military's mobility. It took 62 grueling days. Among the convoy's 282 men was *** young lieutenant colonel named Dwight D. Eisenhower. The country's first attempt to build *** national highway system stalled with World War II and then the Korean War. But when Eisenhower became president in 1953, the project had *** new advocate. I believe that we are at least $50 billion behind in our road networks. We are suffering from it and loss of life. We're suffering from it every day in terms of inefficient.
